Ukrainian drone strikes choke Black Sea grain flows; wheat reprices

OBSERVED: Ukrainian drone strikes on cargo ships, grain terminals and shipping lanes in the Azov-Black Sea basin since July have progressively taken Russia's southern ports offline — attacks closed more than 97% of Russia and Ukraine's Azov-Black Sea grain export capacity, with only Tuapse still operating in Russia by late August (Maritime Professional/Reuters, 2026-08-20). Ukraine's Foreign Intelligence Service released figures on September 6 projecting September Russian wheat exports of just 1.8–2.3 Mt — the lowest September volume since 2010 (Dagens); Kpler's September 23 estimate was lower still, ~1 Mt vs 5 Mt a year ago (Reuters). Rostov Oblast declared a state of emergency on August 28 as silos overflowed with stranded grain (Dagens). On September 23 Reuters reported Black Sea cargo movements 'at a near standstill since July' with benchmark Chicago wheat futures up 40% from June lows to a three-and-a-half-year high. SCENARIO (hypothetical): the strikes continue into the peak export season, Baltic rerouting cannot absorb the lost Black Sea volume, and wheat reprices higher even against a well-supplied global balance sheet.
