2023: India bans rice exports — the market shrugs

The lesson: The world's largest rice exporter banned its biggest export category for 14 months — and CBOT rough-rice (ZR=F) futures ended the ban essentially flat (−1.2%). Grades, exemptions, and competitors absorbed it.

What happened

On 20 Jul 2023 India's DGFT moved non-basmati white rice from 'free with 20% duty' to 'prohibited' with immediate effect (Notification 20/2023), after retail rice prices rose more than a tenth year-on-year. Broken rice had already been banned since Sep 2022; a 20% duty on parboiled followed in August 2023. The ban was eased 28 Sep 2024 (replaced by a $490/tonne minimum export price, removed 23 Oct 2024).

What everyone expected

Reuters (20 Jul 2023): the halt would 'roughly halve shipments by the world's largest exporter of the grain, triggering fears of further inflation on global food markets.' Rice Exporters Association president B.V. Krishna Rao: 'India would disrupt the global rice market with far greater velocity than Ukraine did in the wheat market.'

Parboiled and basmati were never banned — and exporters shifted grades immediately (PIB, Aug 2023: parboiled exports up more than a fifth, basmati up nearly a tenth, even as the ban bit). India granted government-to-government exemptions on request. And El Niño, the feared amplifier, underwhelmed in South and Southeast Asia.

The assessment

This is the cleanest 'disruption was real, prices didn't rise' in the dataset. The ban was genuine and long — but it leaked (grade-shifting, government-to-government exemptions), competitors (Pakistan, Thailand, Vietnam) took share, and the feared El Niño production hit never arrived. When India returned, other origins' prices 'fell sharply' (USDA FAS, Oct 2024); Pakistani exporters described prices dropping almost overnight. The market had routed around India a year before India came back.

The post-ban equilibrium is holding so far: record state reserves of 59.6M tonnes as of Sep 1 (vs a 10.3M-tonne target) mean analysts expect exports to continue without new restrictions.
